Motion to approve Resolution 51-18, a Triparty Agreement between the City of Delray Beach, the School Board of Palm Beach County and the Community Child Care Center of Delray Beach, Inc. for funding and operation of after- school programs at Pine Grove Elementary and Village Academy.

Background:

 

Since 2007, the City of Delray Beach has entered into Triparty Agreements with the School Board and the Community Child Care Center of Delray Beach (d/b/a Achievement Centers for Children and Families) ("ACCF") to help fund and support out-of-school and summer programming to benefit low-income children and families at Village Academy.

 

In 2013, the City entered into a new Triparty Agreement to include the facilitation of a summer reading program at Pine Grove Elementary as part of the Campaign for Grade Level Reading that has subsequently been converted into a full year out-of-school program similar to Village Academy. As part of the collaborative partnership to share data, the City agreed to provide limited funding to support the program. This would allow the City to collect data on these students to see if the programs positively impacted student achievement. The Triparty Agreement also provides for shared use of facilities, funding obligations, and the programming and services to be provided by ACCF, which are outlined in “Exhibit A” of the Agreement and the City’s Community Solution Action Plan.

 

The Triparty Agreement approved in 2015 is ready to expire on June 30, 2018, which requires the approval of a new Triparty Agreement to continue the operation of programs at the schools. The new Triparty Agreement contains new terms of operation to begin on June 20, 2018 through September 30, 2021. No changes have been made with respect to programming. The Agreement also addresses funding for the services for operation of programs at Pine Grove Elementary and Village Academy and suggests that the City provide such funds under a separate Funding Agreement, which will be considered by the City Commission under Resolution 52-18.
