Motion to Approve Resolution No. 91-18 establishing a budget for the Stormwater Utility System, establishing the rates for FY 2018  /2019 Stormwater Management Assessments, and certifying and adopting the Stormwater Assessment Roll.

Background:

Staff recommends the City Commission adopt the non-ad valorem assessment roll for the annual stormwater management assessments for FY 2018 / 2019.  This assessment will be imposed on all non-exempt property owners within the City of Delray Beach. Property owners within the Lake Worth Drainage District are given a 25% discount. A separate 25% discount is given to owners of property served by private drainage systems. The assessment is proposed at the rate of $5.33 per month per Equivalent Residential Unit (ERU), for a total annual assessment of $63.96 per ERU. All funds from the assessments will be used to operate, maintain, make additions, improvements and extensions to the City’s Stormwater Management System. Also, funds will be used to finance the administration of the program. The stormwater management assessments will be included on the 2018 property tax bills issued to property owners in November, and they will be collected by the Palm Beach County Tax Collector.

 

The proposed budget for the Stormwater Utility Fund is incorporated in Resolution No. 91-18 as Exhibit "A". The assessment roll will be available for review in the City Commission Chambers at the August 21, 2018 meeting.
