Authorize the CRA Staff to issue the Request for Bids for the installation of new neighborhood monument identification signs in the Northwest/Southwest neighborhoods.

 

Body

Background:

In the early 2000s, the City coordinated with the various neighborhood associations in the Northwest/Southwest (NW/SW) Neighborhoods to install free-standing neighborhood identification signs for each association, which typically corresponded with the associate subdivision plat of the area.  Overtime, the existing signs have deteriorated, and they need to be replaced.

 

On November 28, 2016, the CRA Board directed CRA Staff to remove the existing severely damaged neighborhood signs.  CRA Staff was also tasked with starting a dialogue with NW/SW Neighborhood block captains and community leaders for suggestions on whether to: replace the damaged/destroyed signs with the same design and material or provide an entirely different design.  

 

After numerous community meetings to discuss the sign designs and presentation of various concepts, the consensus was that that the existing free-standing wood neighborhood signs should be replaced with simulated brick monument identification signs (“Monument Signs”).

 

Based on the community consensus, on June 5, 2018, the CRA entered a Work Assignment Currie, Sowards, Aguila Architects for the final design of the Monument Signs and bid specifications.

 

CRA Staff has been working with City staff, including the City Engineer, to conduct sight visibility analyses at the proposed locations for the Monument Signs to ensure there will be no safety issues. The CRA has entered into a work assignment with a land surveyor, Williams P.S.M, to provide the legal descriptions and general layout the sign at each location within the NW/SW Neighborhoods. The CRA is also coordinating with the various property owners to obtain easements where the signs were previously located on private property.

 

The sign design will be a poured in place concrete model with an estimated cost of $7,000.  There are approximately 22 signs that would be installed, totaling approximately $165,000.  As an alternative a foam material was also explored, the cost estimate for which was $6,000.  Given the long-term maintenance, the concrete monuments signs are recommended.  Currently, the CRA anticipates installing the signs in a single phase.

Funding Source/Financial Impact:

Currently, $40,000 allocated from General Ledger #5640 - Neighborhood Enhancements in FY 2017-18.  The proposed FY 2018-19 budget includes additional funding of $70,000 for project, which will need to be increased in order to address the recently received cost estimate referenced above.
