Motion to adopt Resolution No. 25-18 and award an Agreement to DP Development of the Treasure Coast, LLC for construction and repairs to SW Neighborhood Alleys, Project No. 17-103 in a total not to exceed amount of $803,595 for the Agreement term of 180 days after Notice to Proceed has been issued and authorizing the City Manager to exercise any and all renewal options.

Background:
On December 12, 2017, the City of Delray Beach (City) advertised an Invitation to Bid Construction No. 2018-009 for the SW Neighborhood Alleys, Project No. 17-103. The City has a need to construct alleys including asphalt pavement, curbs and underground drainage which includes exfiltration trenches. The work also includes the replacement of an existing water line in an alleyway and the construction of a new 8” water main in the SW 10th Avenue reconnecting water services. Minor roadway repair is associated with the underground pipe construction. The project is located between SW 12th and SW 10th Avenues and SW 4th and SW 3rd Streets.

Proposals were received from Continental Construction USA, LLC, DP Development of the Treasure Coast, LLC, Man-Con Inc., and West Construction Inc. Proposals were evaluated based upon the criteria in the Invitation to Bid Construction. West Construction, Inc. (West) provided the lowest bid, however, West is found non-responsible for this award for reasons outlined in the attached letter. Therefore, staff recommends award of this agreement to the next highest responsive and responsible bidder, DP Development of the Treasure Coast, LLC.
