Recommendation
Motion to approve purchase of one Caterpillar forklift, three Ford F-550 4x2 F5G pick-up trucks, one Ford F-150 4x2 pick-up truck, and one Oilmen's fuel tanker in an amount not-to-exceed $447,399 utilizing the Florida Sheriff’s Association Contract No. FSA17-VEL25.0.
Body
Background:
On October 1, 2017, the Florida Sheriff's Association (FSA) awarded Contract No. FSA17-VEL25.0 to 23 local car dealerships that offer police rated special service vehicles, administrative vehicles, hybrid vehicles, pick-up trucks, vans, vehicle mobility transport and police motorcycles by geographical locations, for the purchase of over 200 different vehicle makes and models. The contract is valid from October 13, 2017, through September 30, 2018.
The Utilities Department requests purchase of three Ford F-550 pick-up trucks from Duval Ford Fleet Sales for $179,964, one Caterpillar forklift from Kelly Tractor for $92,000, and one Oilmen's oil/fuel tanker truck from Lou Bachrodt Freightliner for $151,515. The vehicle prices were all received using the FSA contract. The procurement of these vehicles and equipment is requested from the Utilities Department's fiscal year 2017-2018 budget.
The Utilities Department's Utility Maintenance Division will be primarily using the equipment to: load test and maintain 48 large portable generators; tow and deploy generator units to their appropriate staged pre-storm locations during training events and if an actual hurricane or other emergency event occurs; transport fuel to deployed and undeployed generators; and maneuver other miscellaneous equipment as needed (in the interim, the Utilities Department has rented three Ford F-550's and a fork lift to perform this work, except for fueling).
In addition, the Public Works Department requests purchase of one Ford F-150 using the same FSA contract. This vehicle will be used by the Streets Traffic/Stormwater Superintendent to respond to resident calls, field emergencies, check storm water drains, assist field workers at job sites, meet with contractors, and work special events. A truck, due to its robust ability to transport barricades, traffic signs, cones and tools alike, is the vehicle best suited for this position. The cost of this new vehicle will be $23,765. A contingency of $155 is requested to allow for minor specification changes.
