Motion to approve Resolution No. 77-18 to pay City of Delray Beach (City) member dues to the Palm Beach Transportation Agency (TPA) beginning Fiscal year 2019. 

 

Body

Background:

The Palm Beach TPA plans, prioritizes and funds transportation projects and programs within Palm Beach County. Every five years, the TPA updates a Long Range Transportation Plan (LRTP) that forecasts transportation demands and identifies cost-feasible projects for the next 25 years. The TPA then annually adopts a 5-year funding program that allocates federal and state transportation dollars to the projects in the LRTP that are most important to our communities.

By federal regulation, each urban area in the United States creates an agency like this to act as a liaison between local communities, their citizens, and the state and federal departments of transportation (DOTs). The TPA is currently operating under the FAST Act (Fixing America's Surface Transportation).

Below is a list of the goals which guide the TPA's efforts:

1. Provide an efficient and reliable vehicular transportation system

2. Prioritize an efficient and interconnected mass transit system

3. Prioritize a safe and convenient non-motorized transportation network

4. Maximize the efficient movement of freight through the region

5. Preserve and enhance social and environmental resources

Originally known as the Palm Beach Metropolitan Planning Organization (MPO), the name was changed to the Palm Beach Transportation Planning Agency in October of 2015.

Federal regulations and Florida State Statutes prescribe the number and balance of governmental entities that appoint elected members to represent them on the Palm Beach TPA Board. As of October 2015, the Palm Beach TPA Board grew to a total of 21 locally elected officials. Members include 15 elected officials from the larger municipalities, five of seven Palm Beach County Commissioners, and one elected official from the Port of Palm Beach.

The City has a voting membership on the TPA Governing Board. The annual dues for the 2018 fiscal year were $6,580.00 and we anticipate the dues for the 2019 fiscal year to be calculated by using ten (10) cents per capita for the first five (5) years using the latest estimate of municipal population that does not include inmates.

 

City Attorney Review:

This item is approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Funding for this membership is available from account number 001-12-000-512.54-13 Membership Dues. Failure to participate in the Palm Beach TPA could result in the loss of future ability to receive State and Federal funding for roadway projects.

 

Timing of Request:

The annual dues shall be paid in the FY 2018/19 budget to the TPA no later than October 31 of each year, with the first payment due no later than October 31, 2018.
