Staff recommends to proceed with elimination of the Public Employees Relations Commission, which was postponed indefinitely in 2016. The City Commission could also consider the elimination of the Site Plan Review and Appearance Board (SPRAB) and the Board of Adjustments; as these functions could be absorbed by the Planning and Zoning Board.

Background:
City staff was tasked to review the City's committees, boards and commissions to evaluate the various number of members, purpose, and need of each. Staff has identified 19 committees and boards that were established and either governed by the City's Charter through resolution, ordinance, land development regulations (LDRs) and or Florida State Statutes. As part of this review and analysis, staff also made improvements to the board application, moving from an unreliable online application to a streamlined and reliable online application leveraging the City's NEOGOV application process. This revised application will give applicants an opportunity to highlight their qualifications and technical expertise through tailored questions. The improved application process will ultimately better inform Commissioners of their qualifications and general knowledge and background before appointments. The City Clerk's Office has also increased their marketing efforts to cross promote vacancies of the City's various boards and committees.
