Title

CITY'S COMMITTEES, BOARDS & COMMISSIONS REVIEW

Body

Recommended Action:

Recommendation

Staff recommends to proceed with elimination of the Public Employees Relations Commission, which was postponed indefinitely in 2016. The City Commission could also consider the elimination of the Site Plan Review and Appearance Board (SPRAB) and the Board of Adjustments; as these functions could be absorbed by the Planning and Zoning Board.

Body

Background:

City staff was tasked to review the City's committees, boards and commissions to evaluate the various number of members, purpose, and need of each. Staff has identified 19 committees and boards that were established and either governed by the City's Charter through resolution, ordinance, land development regulations (LDRs) and or Florida State Statutes. As part of this review and analysis, staff also made improvements to the board application, moving from an unreliable online application to a streamlined and reliable online application leveraging the City's NEOGOV application process. This revised application will give applicants an opportunity to highlight their qualifications and technical expertise through tailored questions. The improved application process will ultimately better inform Commissioners of their qualifications and general knowledge and background before appointments. The City Clerk's Office has also increased their marketing efforts to cross promote vacancies of the City's various boards and committees.

The City's committees and boards include:

1. Affordable Housing Advisory Committee

2. Board of Adjustment

3. Code Enforcement Board

4.Community Redevelopment Agency

5. Delray Beach Housing Authority

6.Downtown Development Authority (dependent special district)

7.Education Board

8. Board of Trustees for the Police Officers Retirement System

9. Board of Trustees for the Fire Fighters Retirement System

10. General Employee Retirement Board

11. Green Implementation Advisory Board

12. Historic Preservation Board

13. Kids & Cops Committee

14. Parking Management Advisory Board

15. Planning and Zoning Board

16. Police Advisory Board

17. Public Employees Relations Commission

18. Public Arts Advisory Board

19. Site Plan Review and Appearance Board
