Approve the Interlocal Agreement with the City and CRA for funding of Trolley Service in the amount of $975,000 for FY 2018-19, subject to approval of the City and CRA budgets for Fiscal Year 2018-19.

Background:

 

The Trolley Service provides free transportation through the downtown area from Tri-Rail to the beach.  The CRA has provided funding for the service since FY 2006. In prior years, the CRA funds matched a grant from South Florida Regional Transportation Authority (SFRTA).  However, SFRTA’s funding of the Delray Beach Shuttle expired in 2016 and there is no funding programmed by SFRTA in its Proposed FY 2017 - 2021 Commuter Bus Financial Plan, due to financial constraints in their Commuter Bus Program.  Thus, SFRTA no longer provides funding for the Trolley Service. However, it is noted, in 2020, the City will receive a grant from the Palm Beach Transportation Planning Agency in the amount of $860,000 to purchase new vehicles. These vehicles will be used to help provide fixed-route transportation services and are expected to be brought into service by November 2021.

 

In FY 2017-18, based on the City’s funding request, the CRA provided funding in the amount of $975,000, which included funding for operations ($475,000) as well as a pilot program (not to exceed $500,000), to provide a more sustainable downtown transportation system.

 

In May 2018, the City issued a Request for Proposals for Transportation Services to provide a Fixed Route, Point-to-Point or Combination of the services. Final award is pending. Based on the anticipated multi-modal mobility program, the City’s request in FY 2018-19 is to providing funding in the amount of $975,000.

 

The CRA’s FY 2018-19 Budget includes $975,000 for the Downtown Roundabout Trolley Service, administered by the City.  The attached Interlocal Agreement (ILA) between the CRA and the City is structured similar to FY 2017-18 ILA, wherein funding in the amount up to $475,000 is for the continuation of the trolley operations plus an additional $500,000 for the CRA to fund additional transportation service opportunities. Pursuant to the Agreement, the CRA reimburses the City for the actual amount expended for the Trolley Service for the amount budgeted each Fiscal Year.  Payments are made to the City after receipt of the quarterly reports and documentation of actual expenditures.
