Motion to approve Capital Improvement Program (CIP) Budget for 2019 through 2023.

Body
Background:
The Capital Improvement Program is essential to planning, prioritizing, and coordinating Capital Improvement Projects within the City of Delray Beach (City). The CIP is a five-year plan for the City's major projects and expenditures. CIP projects must have a monetary value of at least $25,000, and a life cycle of at least five years. The project results in the creation of a fixed asset, or the revitalization of an existing asset.

CIP projects may include:
• Construction of new physical facilities
• Remodeling or expansion of existing facilities
• Acquisition of development of land for community use
• Major equipment and machinery for new or expanded facilities
• Cost of engineering or architectural studies and services relative to the improvement
• Street construction, reconstruction, resurfacing, or renovation

A number of funds are included within the CIP including Special Projects, Recreational Impact Fee, Beautification Trust, Beach Restoration, Marina, Municipal Golf Course, Lakeview Golf Course, City Garage, General Construction, Infrastructure Surtax, Water & Sewer and Stormwater Utility. Budgetary considerations included in the CIP for 2019 through 2023 include a focus on the improvement of the City's Infrastructure through improvement of our streets and parking lots, raising City-owned seawalls at City Marina and at Atlantic Dunes Park, critical facility improvements such as hurricane protection upgrades to Fire Headquarters/Station 111, repairs to City-owned bridges and for completion of the Beach Master Plan construction.
