Provide comment and direction regarding the proposed Strategic Partnerships Element of the Always Delray Comprehensive Plan.

Background:

The update to the Delray Beach Comprehensive Plan, which has been branded “Always Delray,” began in 2016 with the creation of a Steering Committee, appointed by the City Commission. Community workshops were held to discuss and receive public input on each element. This input was utilized to formulate the draft elements, along with the input of Subject Matter Experts on each topic, which consisted of City Staff, consultants, and community members.

 

Florida Statutes 163.3177 requires the inclusion of an intergovernmental coordination element showing relationships and stating principles and guidelines to be used in coordinating the adopted comprehensive plan of school boards, regional water supply authorities, other units of local government providing services but not having regulatory authority over the use of the land, with the comprehensive plan of adjacent municipalities, the county, adjacent counties, or the region, with the state comprehensive plan and with  applicable regional water supply plan.

 

The Strategic Partnerships Element (SPE) identifies the entities including local, state and federal government agencies, organizations, committees, utility service providers, community advocacy groups, stakeholder organizations, and residents with whom the City coordinates efforts and uses mechanisms, such as cooperative plans, interlocal agreements, policies and programs to accomplish City services and goals.

 

This Element also provides the structure for engaging the City’s public and private sector partners to work together to solve complex, interconnected problems, to effectively leverage funding mechanisms, to foster inter-disciplinary relationships in areas of practice that cross geographic boundaries and to enlist the support of its citizens in order to implement the vision of the Comprehensive Plan.

 

The update to this element incorporates an expansion of the City’s collaborative efforts beyond local, state, regional and federal governmental and quasi-governmental entities to include partnerships with non-profit organizations, private sector groups, stakeholders, neighborhood and community groups. The element was renamed by the Steering Committee to better reflect the collaborative nature of Delray Beach with non-governmental organizations and agencies.

 

The Element is comprised of two documents, the Data, Inventory, and Analysis (DIA) and the Goals, Objectives, and Policies (GOPs). The Strategic Partnerships Element sets forth three goals:

 

GOAL SPE 1                       PUBLIC PARTNERSHIPS

Establish and maintain efficient and effective programs of public coordination with local, regional and state entities.

 

GOAL SPE 2                       PUBLIC-PRIVATE PARTNERSHIPS

Pursue new relationships and improve existing relationships with private and non-profit agencies, business groups, educational, environmental, cultural, recreational and social organizations specializing in capacity building and community programs.

 

GOAL SPE 3 CITIZEN ENGAGEMENT AND PARTNERSHIPS

Continue to build and sustain robust partnerships with its citizenry, stakeholders, and neighborhood and community groups to foster an engaged civic community.

 

Note: This draft of the Strategic Partnerships Goals, Objectives, and Policies may be modified/augmented to coordinate with the recommendations of other Elements as they are finalized.

 

Review by Others

 

The Strategic Partnerships Element was reviewed by the Steering Committee on October 17, 2017.

 

The Planning and Zoning Board at a public hearing held on July 16, 2018 recommended to the City Commission approval of the repeal of existing Intergovernmental Coordination Element and the adoption of the Strategic Partnerships Element on a 5 to 0 vote.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Any financial impact of the proposed comprehensive plan will be presented at the Transmittal Hearing with the final draft of the plan.

 

Timing of Request:

Once all elements have been reviewed by the City Commission, final drafts will be prepared for a Transmittal Hearing of the full Always Delray Plan.
