Provide direction regarding the in lieu of parking policies, program, and funding.

Background:
The City of Delray Beach downtown established an in lieu of parking fee. Initially, funds collected for in lieu of parking fees were allocated to the Downtown Development Authority (DDA). The DDA used the interest from the funds for operating expenses. In 1985, the funds were shifted to the City and maintained within a special account within the General Fund. Today, the in lieu of parking fund has nearly $2 million. The presentation will discuss parking policy, required parking options, in lieu of parking (purpose and intent, history, areas/pricing, projects approved, downtown parking, and options & impacts), and a recommendation.
Funding Source/Financial Impact:
The current in lieu of parking funds available is approximately $1,918,545.
