Motion to approve the Interlocal Agreement (ILA) between the City of Delray Beach (CITY) and the Delray Beach Community Redevelopment Agency for Funding of Transportation Services (Agreement) for operations of the Downtown Roundabout for 3 months with the right to extend for an additional 3 months in the amount of $120,000 beginning retroactively on November 1, 2018.

Background:

In 2006, the City of Delray Beach (City) and the Delray Beach Community Redevelopment Agency (CRA) entered into an interlocal agreement where the CRA agreed to contribute to the cost for the local shuttle bus service.  The Downtown Roundabout, which the City’s Trolley is known as, has operated every year since 2006.  The free Trolley operates from 6am to 7pm on weekdays and 8am to 6pm on weekends.  There are two Trolleys operating on one route, which has 23 stops in total between the Tri-Rail station on Congress Avenue to the Municipal Beach.

In September 2018, the City was notified that the CRA would no longer fund the Downtown Roundabout.  Since the City did not include funding in the City’s 2018/2019 budget, operations of the Downtown Roundabout ceased as of October 1, 2018. In the time since the Downtown Roundabout stopped operating, the City and City Commission have received concerns including, but not limited to, that employees cannot get to work and the Downtown Development Authority (DDA) and business community stressed that tourists would not have access to trolley services previously provided.  As a result, the CRA reconsidered the funding of the Downtown Roundabout. Attached is the Interlocal Agreement which was approved by the CRA and states that funding will be reinstituted as of November 1, 2018 for three months with the right to renew for an additional three months. 

 

Assuming the Agreement is approved by the City Commission, the City Commission has authorized the City Manager to enter into an agreement with an company to operate the City’s Trolleys.  The City is negotiating such an agreement with First Transit.

Funding Source/Financial Impact:

The Downtown Roundabout Trolley will begin service on November 1, 2018.  The City did not fund the Trolley Service in the FY 18/19 budget.  If the ILA is not approved, there will continue to be no available funding to operate the Downtown Roundabout Trolley Service.

 

Timing of Request:

This request is a time-sensitive retroactive approval of funding for the service, which began on November 1.
