Approve the Work Assignment with Calvin Giordano & Associates, Inc. for the design work associated with the NE 3rd Street/Avenue Streetscape Improvement Project at a cost not to exceed $29.997.75.

Background:

The proposed streetscape improvements along NE 3rd Street, NE 3rd Avenue and the alleyway will provide safe, well-lighted pedestrian connections to the public parking areas and to area businesses and include water, sewer and drainage upgrades. The project was initiated in 2011 (Project #11-024). Construction drawings and bid documents are nearing completion; however, there are additional plan and bid document revisions that are necessary in order to issue the bid for the project.
The implementation of many of the projects contained in the Community Redevelopment Plan, particularly the public infrastructure projects resulting from the adopted Neighborhood and Redevelopment Plans require a joint City/CRA effort. The typical arrangement involves the CRA funding all or a portion of the project, and the City’s Engineering or other staff overseeing the design, bidding, and construction processes. Pursuant to the Interlocal Agreement (“ILA”) between the City and CRA to fund Construction Professional Services, the CRA may perform tasks for projects included in the ILA, if mutually agreed upon by the City and CRA. The CRA and City staffs have agreed the CRA will be managing this project through final design through construction.

The Scope of Services include adjustments to the streetscape design in coordination with new project site plans which are proposed and approved throughout the project area (see Exhibit A). The new projects are located at 325 N.E. 3rd Aven...
