Approve the Work Assignment with Calvin Giordano & Associates, Inc. for the design work associated with the NE 3rd Street/Avenue Streetscape Improvement Project at a cost not to exceed $29.997.75.

Background:
The proposed streetscape improvements along NE 3rd Street, NE 3rd Avenue and the alleyway will provide safe, well-lighted pedestrian connections to the public parking areas and to area businesses and include water, sewer and drainage upgrades. The project was initiated in 2011 (Project #11-024). Construction drawings and bid documents are nearing completion; however, there are additional plan and bid document revisions that are necessary in order to issue the bid for the project.
The implementation of many of the projects contained in the Community Redevelopment Plan, particularly the public infrastructure projects resulting from the adopted Neighborhood and Redevelopment Plans require a joint City/CRA effort. The typical arrangement involves the CRA funding all or a portion of the project, and the City’s Engineering or other staff overseeing the design, bidding, and construction processes. Pursuant to the Interlocal Agreement (“ILA”) between the City and CRA to fund Construction Professional Services, the CRA may perform tasks for projects included in the ILA, if mutually agreed upon by the City and CRA. The CRA and City staffs have agreed the CRA will be managing this project through final design through construction.
The Scope of Services include adjustments to the streetscape design in coordination with new project site plans which are proposed and approved throughout the project area (see Exhibit A). The new projects are located at 325 N.E. 3rd Avenue, 324 N.E. 3rd Avenue, 214 N.E 4th Street. In addition, survey work to identify as-built conditions for the alley side of the Bedner’s Market site and Arts Warehouse. The permeable paving design for the alley, which was eliminated in 2016, will be added back into the bid documents, to address severe drainage issues in the alley. The handicap access will be adjusted per the new plans, and revisions made to the paving layout, the grading, drainage, striping, planting and irrigation and electrical engineering plans to correlate with the proposed or new conditions. This will require changes on the Typical Sections, Plan Sheets, Detail Sheets, Cross Section Sheets and the quantity estimates and pay items. For the projects which abut the alleyway, the design revisions will address the proposed access from the buildings.
The attached Work Assignment between the CRA and CGA being presented for the Board’s consideration provides for the additional design services to revise the plans to accommodate the required changes described herein. The cost for the services is estimated at $29.997.75.
