Motion to approve Resolution Nos. 133-18, 134-18, and 135-18 to award agreements with Body Shop by Mike & Joe, Inc., Collision Motor Repairs, LLC, and Southeast Collision Center, Inc. for fleet repair and painting services in a total contract value not-to-exceed $300,000 for the initial three-year term.

Background:
On August 22, 2018, the City of Delray Beach (City) advertised Request for Qualifications (RFQ) No. 2018-053 to establish a pool of contractors to perform fleet repair and painting services, as well as standalone welding services. Proposals were received from four Proposers for fleet repair and painting services only. Staff reviewed the qualifications and equipment list for Body Shop by Mike & Joe, Collision Motor Repairs, and Southeast Collision Center, and performed a site visit to the facilities of Collision Motor Repairs and Southeast Collision Center. Body Shop by Mike & Joe has previously provided satisfactory services to the City for fleet repair and painting services, so a site visit was not necessary. Staff concluded that the three auto repair shops stated above have the proper qualifications and equipment to perform the work. Advantage Marine Services is not recommended for award, as they did not submit qualifications or an equipment list for the City to review. An additional request to submit this information went unanswered.
This pool of contractors will perform fleet repair and painting services for all City vehicles that have been involved in accidents or need other repair work completed, such as seat fabric repairs. These contractors will be requested to perform work pursuant to, and in accordance with, an appraisal from an Independent Insurance Adjuster. In lieu of an appraisal, the City may solicit quotes from the pool of contractors.
The term of each agreement will be for three years with an option to renew for up to an additional three years. Therefore, staff requests approval of a collective (all contractors) contract value not-to-exceed $300,000 for the initial three-year term. The resolutions will authorize the City Manager to execute the agreements and any amendments, and take any other actions necessary to effectuate the agreements.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
