ALWAYS DELRAY COMPREHENSIVE PLAN UPDATE: PRESENTATION OF THE HEALTHY COMMUNITY ELEMENT

Recommendation

Provide comment and direction regarding the proposed Healthy Community Element of the Always Delray Comprehensive Plan.

Body

Background:

The update to the Delray Beach Comprehensive Plan, which has been branded “Always Delray,” began in 2016 with the creation of a Steering Committee, appointed by the City Commission. Community workshops were held to discuss and receive public input on each element. This input was utilized to formulate the draft elements, along with the input of Subject Matter Experts on each topic, which consisted of City Staff, consultants, and community members.

The Healthy Community Element is new to the Comprehensive Plan. This Element is an optional element and is not required by Florida Statutes 163.3177. The Healthy Community Element demonstrates that improving and maintaining overall health for the residents of the City is an important factor in providing a high quality of life. The American Planning Association defines “healthy communities” as places where all individuals have access to healthy built, social, economic, and natural environments that give them the opportunity to live their fullest health potential regardless of their race, ethnicity, gender, income, age, abilities, or other socially defined circumstance. The inclusion of this element provides a path for enhancing the health and well-being of Delray Beach’s residents through the implementation of the goals, objectives and policies recommended within the Element.

The Element is comprised of two documents, the Data, Inventory and Analysis and the Goals, Objectives and Policies (GOPs). The Healthy Community Element sets forth three goals:

GOAL HCE 1                     ENHANCE THE QUALITY OF LIFE FOR ALL RESIDENTS

IMPROVE THE QUALITY OF LIFE FOR ALL RESIDENTS BY PROVIDING AN ENVIRONMENT FOR ACTIVE LIVING, CULTURAL OPPORTUNITIES AND EQUITABLE ACCESS TO HEALTHY FOOD AND HEALTH CARE.

GOAL HCE 2                       COLLABORATE AND COORDINATE TO ADDRESS HEALTH NEEDS OF ALL RESIDENTS

COLLABORATE AND COORDINATE WITH RESIDENTS, STAKEHOLDERS AND STRATEGIC PARTNERS TO ADDRESS THE HEALTH NEEDS OF ALL RESIDENTS.

GOAL HCE 3                     REDUCE HEALTH RISK FACTORS

REDUCE EXPOSURE TO HEALTH RISK FACTORS AT HOME, THE ENVIRONMENT AND SOCIETY

Note: This draft of the Healthy Community Element Goals, Objectives, and Policies may be modified/augmented to coordinate with the recommendations of other Elements as they are finalized.

Review by Others:

The Healthy Community Element was reviewed by the Steering Committee on September 26, 2018.
