Motion to award a three year Agreement with Blue Marlins Investments, Inc. d/b/a Cayco Landscaping for Landscaping Maintenance Bid No. 2018-052 in the not-to-exceed amount of $123,003 for the Agreement term and to authorize the City Manager to exercise any and all renewal options.

Background:
On September 21, 2018, the City of Delray Beach (City) advertised Invitation to Bid (ITB) No. 2018-052 for landscape maintenance of the following areas:

South Federal Hwy (Linton Blvd To C-15 Canal)
Congress Ave (Lake Ida Rd To C-15 Canal)
Homewood Blvd (Lowson Blvd To Linton)
Linton Blvd (CSX R/R To Military Trail)
(3) Medians On Military Trail South Of Linton Blvd. (Del-Aire)

This landscape maintenance will include weeding, trimming of shrubs, pruning of trees, edging, weed control of all landscape beds/nodes and decorative tree rings, fertilization of decorative trees and shrubs, and mulching of flower beds/nodes and decorative tree rings.

In response to the solicitation, six (6) bids were received and Blue Marlins Investments, Inc. d/b/a Cayco Landscaping is the lowest responsive and responsible bidder. The contractor has not previously performed services for the City. As such, and in accordance with the ITB terms, staff is requesting a ninety (90) day test period to ensure the contractor can perform in accordance with the requirements of the Agreement, and to the City's satisfaction. A performance evaluation will be conducted prior to the end of the test period and that evaluation will be the basis for the City's decision to continue with the contractor. Staff recommend...
