Motion to approve Resolution Nos. 01-19 through 14-19 and 16-19 to award agreements with Centric Consulting, LLC; Rose International, Inc.; Insi Cloud Inc; Intranet Communications Group, Inc.; CanDoTech Consulting Incorporation; DevCare Solutions, Ltd., LLC; Neumeric Technologies Corporation; Aptuity Solutions Inc.; 4 Best Business Corp.; Novalink Solutions, LLC; InterDev, LLC; Green Globe Technologies, Inc.; Computer Consultants International, Inc.; Bleu Stream Corp.; and AIP US, LLC for information technology services.

Background:
On September 18, 2018, the City of Delray Beach (“City”) advertised Request for Qualifications (RFQ) No. 2018-056 to establish pools of contractors to perform information technology (IT) services. Services under this RFQ are categorized by the following eight IT categories: IT infrastructure library (“ITIL”) service desk, network support, server support, application support, security, project management, assessments/scoping, and projects and installations. Proposals were received from 23 Proposers, and staff concluded that the fifteen Proposers mentioned herein shall be recommended for award to perform services in one or more categories. Seven Proposers not recommended for award either did not possess the necessary qualifications or did not submit substantial information to properly evaluate their proposal and/or qualifications. One Proposer was not willing to accept the City’s terms and conditions.

These eight pools of contractors will be used to carry out IT services that are too complex, too time consuming, and/or otherwise not feasible for City staff to perform in-house. Each time that outside IT services are needed, the City will solicit quotes from the respective pool of contractors.
The initial term of each agreement will be for three years with an option to renew for up to an additional two years. Each contract year is expected collectively (all contractors) not-to-exceed $300,000, or $1,500,000 over the potential five-year term. The resolutions will authorize the City Manager to execute the agreements and any amendments, and to take any other actions necessary to effectuate the agreements.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
