Motion to approve Amendment No. 2 Funding Agreement between the City of Delray Beach and the Community Child Care Center of Delray Beach, Inc. to include $56,000 for out-of-school programs and services in accordance with the Performance Standards described in Exhibit A.

 

Body

Background:

The City of Delray Beach has provided funding to the Community Child Care Center of Delray Beach, Inc. d/b/a Achievement Center for Children and Families (“ACCF”), to provide services and programming to under-resourced children for several decades. That funding has been provided by the City through various funding sources including the City Commission Service Agreement, Neighborhood and Community Services budget, Parks and Recreation budget, and Community Development Block Grant (CBDG). However, over the past couple of years, their funding from the CDBG has been diminished and fluctuates making it hard for ACCF to provide services as requested by the City for children that desperately need their support.  ACCF approached the City last year to see how they could overcome this funding instability. It was determined that the $56,000 needed to operate their programs should be requested as a budget line item, which was approved by the City Commission in the FY 2018/19 budget.

 

The item now before the City Commission is to approve a Funding Agreement with associated Performance Standards for the allocation of the $56,000. The City has an existing Funding Agreement with ACCF that was originally approved in 2016 for programing and services for preschool, afterschool and summer programming that was amended in July 2018. As this new funding will cover similar services, an Amendment No. 2 to the Funding Agreement between the City and ACCF would be appropriate.  The Amendment will combine the existing $25,000 with the $56,000 for a total of $81,000 to be used by ACCF in accordance with updated Performance Standards described in Exhibit “A”.
