Motion to approve Resolution # 29-19 approving purchase of replacement tactical response vehicle from Lenco Industries, Inc. utilizing GSA contract #GS -07F -169DA in the amount not-to-exceed $320,000.

Background:

The Police Department requested a replacement tactical response vehicle in the Capital Improvement Project (CIP) budget for the fiscal year 18/19. The approved Capital Improvement Project budget included one tactical response vehicle purchase from the vehicle replacement fund to replace the existing vehicle utilized by the Special Weapons and Tactics (S.W.A.T.) team. This vehicle is armored and used to transport members of the S.W.A.T. team as well as their equipment. The S.W.A.T. team is deployed in situations where armed confrontation is likely to happen, as well as for special tactical operations. To effectively serve search warrants, a new tactical vehicle is requested due to the existing vehicle being more than ten (10) years old and not having capacity to transport all members and their equipment.

 

For purchase of the tactical response vehicle, the Police Department would like to utilize General Services Administration (GSA) contract #GS-07F-169DA with Lenco Industries, Inc.

Lenco Industries, Inc. provides Lenco BearCat, which is a specialized heavy-duty commercial vehicle that can be up-fitted and built solely as S.W.A.T. team vehicle built upon a commercial Ford F550 chassis. Lenco BearCat vehicles are a popular choice of many law enforcement agencies. The cost of the vehicle is $299,345.00 which includes the four-wheel drive (4WD) BearCat with Diesel engine, backup camera system, electric power winch, intercom system, roof mounted remote control spot light, extreme heat reducing insulation and sound reduction package, spare tire with run-flat, and additional accessories to equip the vehicle for the needs of the S.W.A.T. team. The additional amount requested to be approved is only in the case of unforeseen circumstances that would warrant additional expense.

 

The existing tactical response vehicle would be retained for different functions as a supplemental vehicle. It can be used as a designated emergency evacuation vehicle in cases where officers or civilians get severely injured and need to be treated immediately by S.W.A.T. medics on the way to the hospital, while main vehicle stays at the scene to handle the rest of the situation. It can also be used as a secondary vehicle for ballistic protection at numerous sides, as an additional layer to officer safety during dangerous non-S.W.A.T. related calls, during major road closures, as well as for emergency response during hurricanes. The S.W.A.T. team conducted a research and spoke with numerous agencies nationwide as well as local agencies and majority of agencies contacted utilize a supplemental vehicle, typically an older S.W.A.T. vehicle or other truck or van.

 

The General Services Administration contract GS-07F-169DA with Lenco Industries, Inc. is valid from August 23, 2016 through August 23, 2021 and is part of the Schedule 84, Total solutions for Law Enforcement, Security, Facilities Management, Fire, Rescue, Clothing, Marine Craft, and Emergency/Disaster Response.
