Motion to approve Resolution No. 33-19 to award an agreement with R.J. Heisenbottle Architects, PA for design and engineering professional services for the Delray Beach Seaboard Air Line Railway Station pursuant to RFQ No. 2018-048 at a cost of $325,712.40.

Background:
The Delray Beach Seaboard Air Line Railroad Station (Station) was built in 1927 and designed by renowned architect Gustav A. Maass. The City of Delray Beach (City) acquired the property in 2005 and has utilized it for storage needs and by the City’s Fire-Rescue Department for on-site training. In 1986, the Station was recognized for its significance when it was listed on the National Register of Historic Places. The Station’s local importance was recognized in 1988 when it was listed on the Local Register of Historic Places.
The City identified a need to rehabilitate the Station, and thus issued an Request for Qualifications (RFQ) No. 2018-048 to acquire a firm which will provide design, engineering, and bid-related professional services related to the rehabilitation of the Station.
The planned rehabilitation efforts will accommodate the adaptive reuse of the original 1927 portion on the south side of the building to accommodate office space; the adaptive reuse of the northern portion will accommodate a future business incubator. The site will be designed to accommodate improvements including parking, lighting, and landscaping which incorporate historically appropriate details and materials. Additional on-site improvements will provide off-site connectivity for pedestrians and bicyclists; off-site improvements will be limited to the public right-of-way and provide connectivity for pedestrians, bicyclists, and vehicles. The project shall include sustainability concepts and efforts. Leadership in Energy and Environmental Design (LEED) Certification is not a requirement but a consideration of the City.
On August 20, 2018, the City received three proposals pursuant to RFQ No. 2018-048. Proposals were evaluated by representatives from Parks and Recreation, Neighborhood and Community Services, Development Services, Public Works, and Economic Development Departments. The five Evaluation Committee Members evaluated the proposals and ranked them as follows:

RJHA originally submitted a proposal totaling $350,228 based on the scope of services requested in the RFQ. After meeting with the City and conducting a site visit, RJHA submitted a revised proposal of $352,385 based on current site conditions that were previously unknown. Ultimately, the City successfully negotiated the proposal down by $26,672.60. The total proposal amount is now $325,712.40.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
