Motion to adopt and approve Resolution No. 37-19 to award an agreement with Lanzo Trenchless Technologies, Inc. South and GPE Engineering & General Contractor Corp for stormwater pipe lining, CCTV and trenchless technologies services utilizing the City of Fort Lauderdale Solicitation No. ITB No. 673-11892 at an estimated cost of $450,000 and authorize the City Manager to approve renewal options, in the same amounts, contingent upon appropriation of funds.

Background:

The City of Delray Beach (City) maintains the City’s stormwater management system which includes pumps, pipes, stormwater inlets, exfiltration trench swales, check-valves to prevent tidal back-flow, wet and dry retention areas, canals and lakes. The Public Works Department maintains this system which contains hundreds of miles of pipes. These stormwater pipes were installed more than 30 years ago and have exceeded their useful life. Much of the stormwater infrastructure needs to be replaced or repaired. The Public Works department does not have the man power or expertise to perform the construction activities necessary to restore, repair or enhance the system.

 

The Public Works Department wishes to engage with Lanzo Trenchless Technologies, Inc. South and GPE Engineering & General Contractor Corp. under the City of Fort Lauderdale contract for cured in place piping (CIPP) stormwater pipe lining, CCTV and trenchless technologies services utilizing City of Fort Lauderdale  ITB 673-11892.

 

On September 6, 2017 the City of Fort Lauderdale awarded a contract with Lanzo Trenchless Technologies, Inc. South and GPE Engineering & General Contractor Corp for a Continuing Services Contract pursuant to  ITB 673-11892.  The scope of work within the City of Fort Lauderdale solicitation and agreement aligns with the scope of the construction needs that Delray Beach is looking to perform.  The City desires to enter into an agreement with Lanzo Trenchless Technologies, Inc. South and GPE Engineering & General Contractor Corp. for Time and Materials as listed in the contract utilizing the existing contract and pricing provided to the City of Fort Lauderdale.  This piggyback agreement will allow the City of Delray Beach to optimize resources, staff time and money in the performance of lining stormwater pipes.

 

This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.

Funding Source/Financial Impact:

This construction contract will fund contractors to provide repair and replacement of the City’s stormwater facilities and infrastructure, providing a higher level of service of flood protection for the City.

 

Funding is available from account number #448-38-300-538.63-13

 

Timing of Request:

Approval of the piggyback agreement with Lanzo Trenchless Technologies, Inc. South. and GPE Engineering & General Contractor Corp. will allow the City to perform much needed repairs to the stormwater pipes providing the residents with better flood protection.
