Recommended Action:
Motion to adopt Resolution No. 50-19 and approve an agreement with Water Treatment & Controls Company in an amount not to exceed $182,147 and authorize the City Manager to approve renewal options, in the same amounts, contingent upon appropriation of funds.

Body
Background:
The City of Delray Beach (City) water plant has four (4) lime slaker units which are critical to the treatment process. Due to the age of this equipment and their criticality to the treatment process, they have been programmatically replaced. To date, three of the four lime slaker units have been replaced with new units; one in 2015, one in 2016 and one in 2017. This request is to replace the fourth and final lime slaking unit.

Wallace & Tiernan was the original manufacturer of this equipment that was installed in 1992 when the plant converted to a lime softening water treatment process. The City standardized on this manufacturer’s lime slaking equipment to reduce expenses related to spare parts and repairs, because of operational familiarity and safety, and to enhance preventive maintenance.

After a series of company acquisitions, Wallace and Tiernan lime slakers are now manufactured by Integrity Municipal Systems, LLC (IMS) located in California. Water Treatment & Controls Company of Pensacola, Florida, is the exclusive representative of IMS equipment for the State of Florida.
