Motion to approve Amendment No. 2 to renew the purchase agreement with Bennett Fire Products Company, Inc. for firefighter bunker gear at an amount not-to-exceed $200,000.

Background:
On March 30, 2017, the City of Delray Beach (City) City Commission approved a purchase agreement, pursuant to ITB No. 2017-007, with Bennett Fire Products Company, Inc. through March 31, 2019 and allows for one, one-year option to renew. City staff requests approval to renew the Agreement through March 31, 2020. This Amendment No. 2 also clarifies that the annual not-to-exceed value commences on the Agreement anniversary date and acknowledges that the City may allow a price increase, in accordance with the Agreement terms and conditions.
The Agreement allows, on an annual basis, an escalation in pricing no greater than the Bureau of Labor Statistics, Producer Price Index (PPI) price increase for the most recent 12-month period. As the Agreement’s anniversary month is April, staff will evaluate a pricing escalation request and move forward, as appropriate. The vendor has made the City aware of an approximate six percent increase in product costs since the Agreement began. Although the most recent PPI 12-month period is approximately eight percent, staff has evaluated the situation believes a price increase of two to three percent is fair and reasonable.
The annual not-to-exceed value for the Agreement was increased from $100,000 to $200,000 in April 2017. This increase allowed for additional bunker gear to be purchased for new Firefighter-Paramedics, as well as to replace outdated and non-compliant. Although the City’s bunker gear needs may not be as high in the previous Agreement term, staff requests approval of Amendment No. 2 in a not-to-exceed value of $200,000 due to the possible price increases.
Bunker gear helps protect firefighters from the repercussions of a fire. As part of the City's specifications, the gear must meet requirements set forth in NFPA 1851: Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, and NFPA 1971: Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting (2014 edition).
This recommendation complies with the City Code of Ordinances, Chapter 36, Section 36.02, Commission Approval Required; and Purchasing Policies and Procedures, Authority to Exercise Options to Renew.
