Motion to support declaring March 2019, Florida Bicycle Month.

Background:
While national bike month is in May, the State of Florida, with its ideal winter weather, observes Bike Month in March, before temperature and humidity rise. Bicycle Month is intended to raise awareness of bicyce riding as both a healthy and physical activity and mode of transportation. During this month, organizations plan bike events to promote both bike useage and safety. Delray Beach's proclamation supports these activities and the work done by our local Transporation Planning Agency and the State of Florida to increase access to safe and enjoyable cycling.
