Motion to approve Resolution No. 39-19 to award an agreement with five vendors: DP Development, Gen - X Builders, R&D Paving, Shamus Paving, and Wynn and Sons for Milling and Paving Services for a total agreement value not-to-exceed $1,600,000 through September 30, 2021, utilizing the City of West Palm Beach Solicitation No. ITB 17-18-121.

Background:
On (June 15, 2018) the City of West Palm Beach issued a contract with five vendors: DP Development, Gen - X Builders, R&D Paving, Shamus Paving, and Wynn and Sons for Milling and Paving (Solicitation No. ITB 17-18-121). The contract is valid through the following dates:
DP Development - August 16, 2021
Gen Ex Builders - September 18, 2021
R&D Paving - September 18, 2021
Wynn & Sons - September 4, 2021
Shamus Paving - September 24, 2021
The City of Delray Beach (City) performs routine roadway milling and repaving of City roads on a rotating basis based on their Pavement Condition Index Rating (PCI). Roadways which exhibit an OCI rating between 50 - 70 typically only require milling and repaving to bring their OCI rating up to 100. Furthermore, it is estimated that the repaved roadways will have a new life expectancy of approximately 10-15 years. This piggyback agreement will allow the Public Works Department to conduct various pavement construction services of approximately 15,840 feet (3 miles) of City roadways (typically 20 feet wide).
The City of Delray Beach (City) is filling in the sidewalk gaps which are for ADA improvements, based on our Kimley Horn Study & our GIS sidewalk gap inventory. This piggyback agreement will allow the Public Works Department to connect various sidewalk gaps within the (City), approximately 8,600 Square feet.
Newly repaved roadways ensure the longevity, cleanliness, proper drainage requirements, and optimum safety for the residents driving on City streets.
The roadway construction projects will include the following criteria:
1) Maintenance of Traffic (MOT)
2) Milling roadways
3) Paving roadways
4) Installation of required striping (Thermoplastic)
5) Installation of required reflective pavement markers
The maintenance construction projects will include the following criteria:
1) Fog Seals
2) Rejuvenators
3) Crack Sealing
4) Crack Filling
The Sidewalk gap construction projects will include the following:
1) Maintenance of Traffic (MOT)
2) Ground Preperations (digging area)
3) Framing
4) Concrete installation
5) ADA Pads
Should the City exercise the renewal options provided in the contract, the cumulative contract value is provided below.

Public Works is requesting a not-to-exceed contract amount of $1,600,000 to perform the detailed roadway work.
This motion is in accordance with the Code of Ordinances 21-17; Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.
