Approve the First Amendment to the Interlocal Agreement with the City of Delray Beach for funding of Construction/Professional Services for Fiscal Year 2018-19.

Background:
At its meeting of September 11, 2018, the CRA Board adopted the FY 2018-19 Budget and approved the Interlocal Agreement (ILA) with the City of Delray Beach for funding of Joint Projects for the fiscal year. Per the Agreement, funds will be transferred to the City at the time that a contract is awarded or service authorization (Consultant Agreement) is approved for each project. The City Commission approved the ILA on October 16, 2018.

At the January 15, 2019, CRA Board Meeting, the Board approved the First Amendment to the ILA which modified Exhibit A to include the S. Swinton Avenue and SW/SE 1st Street Mast Arm Traffic Signal Project (Mast Arm Project), which was not carried forward from the previous fiscal year (2017-18).

Thereafter, the CRA and City discussed including the remaining sections of the CRA Sidewalk Project in the First Amendment to the ILA to complete the project as the City terminated the agreement with the contractor and sought out alternatives to complete the project. The City intends to piggyback an existing agreement to complete the remaining sections of the CRA Sidewalk Project located at NW 6th Avenue (From Martin Luther King, Jr. Dr. to NW 3rd St.), and NW 8th Avenue (From NW 1st St. to Martin Luther King, Jr. Dr.)

The CRA Sidewalk Project in the Northwest and Southwest Neighborhoods was included in the FY 15-16 ILA and the total project cost was $330,011.41. A balance of $44,557.64 is remaining in the City’s project account. The balance will be utilized for the construction of the remaining ...
