Approve the Perpetual Sidewalk Easement agreement with the City of Delray Beach to accommodate the Streetscape & Utility Improvement project along SW 7th Avenue and SW 4th Street; adjacent to the Carver Isle Workforce Housing Development.

Background:

 

The FY 2018-2019 CRA Work Plan includes funding for a Streetscape & Utility Improvements in the Southwest Neighborhood (SW 3rd Court, SW 4th Street, SW 6th Street, and SW 7th Avenue), which includes improvements to utilities (water, sewer, drainage, lighting), alleys, sidewalks, installation of streetlights, and expanding the City’s Reclaimed Water System.

 

The CRA is currently in the design phase for single family workforce housing units adjacent to the Streetscape & Utility Improvement project.  In order to accommodate the new urbanism design principles associated with the Carver Isle development, the CRA requested that the roadway design include parallel parking spaces on a portion of SW 7th Avenue.  Due to right-of-way constraints, the City requires the CRA to grant an easement to accommodate the new parking spaces and sidewalks.

 

The CRA entered into contract with a Civil Engineer Consultant (Mathews Consulting) on February 8, 2019 to provide updated property survey and easement description to include with the Deed, which is now before the Board for consideration.
