Background:
The City of Delray Beach began its downtown renaissance more than 20 years ago with a master plan that provided for a vibrant district of shopping, dining, entertainment, art, and culture. The downtown continues to be a priority of the City of Delray Beach City Commission as evidenced by the Strategic Business Plan priority - “Maintain and enhance the look and charm of the downtown.” As the downtown continues to evolve, it is critical that the approach to downtown and the nighttime economy is proactive to harness the power of the nighttime economy through creative policies and practices which enhance our vibrant district, assure safety, facilitate transportation, reduce impacts on quality of life, and supports the City’s vision. Many communities are recognizing the vibrant, thriving nightlife sector of their cities and taking a proactive approaches to supporting, growing, and developing this nighttime economy.

The City of Delray Beach, in conjunction with the Downtown Development Authority (DDA), initiated programs, initiatives, and operational changes to proactively address issues in the downtown and changes in the nightlife and nighttime economy. Included as attachments to this agenda item are several documents highlighting some of these efforts including the Clean & Safe Program and DDA Safety Ambassadors.

Recently, issues related to certain business operations have prompted the need for a workshop discussion and policy direction to effectively address short and long term challenges.
