Motion to approve a five year revenue agreement with FLSC, LLC DBA Florida Textile Recycling Programs - ($75,000.00).

Background:
On January 23, 2018, the City of Delray Beach (City) issued RFP No. 2018-012 for textile recycling. The solicitation was viewed by twenty-four (24) suppliers on BidSync. Two (2) proposals were received - Gulfstream Goodwill Industries (Goodwill), and FLSC, LLC DBA Florida Textile Recycling Programs (Florida Textile). After review and final evaluation of the proposals received, Goodwill was the highest ranked firm and was recommended for award. However, on May 29, 2018, Goodwill submitted a letter to withdraw their proposal from further consideration as a candidate for award of the solicitation. Accordingly, Florida Textile was recommended for award. The term of the contract will be for five (5) years with an option to renew for an additional five (5) years.

The scope of services to be provided by the recommended proposer is to furnish and install textile location bins at ten (10) City owned locations. The locations have been agreed to by all parties (Please see map for locations) and the design of the bins was presented to the City Commission and approved on February 12, 2019. Selected Proposer will pick up the donated materials and maintain the bins and surrounding areas in good condition. Selected Proposer will also be responsible for developing a marketing and educational outreach program for residents and businesses to inform them of the textile recycling initiative and encourage participation. They will also respond to questions or comments from residents.
