Motion to enter into an agreement and accept subgrant award from the City of Miami in the amount of $9,900 for the purpose of participating in the one day Regionwide exercise to prepare communities for complex coordinated terror attack

 

Body

Background:

 

The United States Department of Homeland Security (USDHS) is providing financial assistance to the Miami regional area in the amount of $723,260 through the Preparing Communities for Complex Coordinated Terrorist Attacks (CCTA) Grant Program 2016. The CCTA Grant Program 2016 reflects the intent of Congress and the Administration to enhance and quantify the preparedness of the nation to combat terrorism and continues to address the unique planning, training and exercise needs of large high threat urban areas.

 

The City of Miami, Miami Fire Rescue, is a recipient of this grant and a sponsoring agency. The USDHS requires that the applicant selected for funding take a whole community approach to the development and implementation of the CCTA Grant Program 2016 and should aim to include individuals and communities, the private and nonprofit sectors, faith-based organizations, and all levels of government (local, regional/metropolitan, state, tribal, territorial, insular area, and Federal). The City of Miami is conducting a comprehensive Regionwide Gap Analysis and developing Regionwide Full Scale Exercise under this grant program.

 

The City of Delray Beach along with many agencies from Miami-Dade, Broward, and Palm Beach counties have been selected to participate in this exercise and are considered subgrant recipients. The exercise is scheduled for May 15, 2019 and is a one day exercise (Twelve hours). In order for the City of Delray Beach Police Department, specifically ten (10) SWAT operators and one (1) team evaluator, to participate in this exercise, a memorandum of understanding has to be executed between the City of Miami and the City of Delray Beach. The City of Miami will be reimbursing the City of Delray Beach a flat rate of $9,900 to offset SWAT team members overtime costs for the participation in the exercise. 

 

 

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Funding for the overtime will be from 001-21-150-521-14.20 (Reimbursable Overtime) account. Flat reimbursement of $9,900 will be received from the City of Miami upon receipt of proper reimbursement packet. The reimbursement is supposed to cover the cost of the hourly rate and FICA. If all SWAT team members chosen to participate in this exercise are highest earning members of the SWAT, the flat reimbursement will be short just under $380.

 

Timing of Request:

Yes, all agreements have to be fully executed and delivered to the City of Miami by no later than April 15th, 2019.
