Motion to enter into an Interlocal Agreement with the Palm Beach County Drowning Prevention Coalition (“DPC”) for payment of swimming classes/lessons to the City of Delray Beach, FL (“City,”) for the provision of swimming classes/lessons to individuals who present vouchers issued by the DPC Learn to Swim Program.

Background:
Palm Beach County (“County”), through the Drowning Prevent Coalition’s Learn to Swim Program, distributes vouchers to the public which may be redeemed for swimming lessons at Pompey Park Pool and other locations throughout the County. The value of these vouchers for reimbursement is up to $50.00 per voucher. 2019 will be the eleventh (11) year that the City of Delray Beach will enter into this agreement with the County to provide swimming lessons.
Delray Beach Parks and Recreation (“DBPR”) anticipates that 200+ participants who utilize the DPC’s Learn to Swim voucher program will attend swim classes/lessons at Pompey Park Pool, if this agreement is approved for 2019.
In 2018, 109 participants benefit from this program. Revenue in the amount of $3,700.00 was received through this reimbursement program in 2018.
This swim class/lesson reimbursement program has enabled the following number of individuals to participate in the Delray Beach Parks and Recreation Learn to Swim Program: (PARTICIPANT NUMBERS)

This program has had the following revenue impact:
2016 no enrollment due to lack of public participation
2017 $8,130.00 - based on $30.00/$40.00 class fees for 241 participants
2018 $3,700.00 - based on $30.00/$40.00 class fees for 109 participants
Timing of Request:
This matter is time sensitive as the agreement shall commence on April 1, 2019 and shall remain in effect until September 30, 2019.
