Motion to approve Resolution No. 76-19 to award an agreement with Wantman Group, Inc. for construction, engineering, and inspection (CEI) services for the City Marina Improvements project pursuant to RFQ No. 2019-020 in an estimated amount of $350,000

(Project No. 16-098).

 

Body

Background:

The City Marina is a revenue generator for the City of Delray Beach (City) by providing dockage for boaters. As a result of many years of seasonal high tide events, the City Marina has experienced structural damage to the existing boat docks along with structural damage to the existing seawall. Furthermore, continual wave action from boat wakes through this stretch of the Intracoastal Waterway exacerbates the structural damage to the existing docks. Finally, during high tides and King Tides, the water levels in the Intracoastal Waterway has overtopped the seawalls resulting in damage to the immediate grounds and infrastructure.

 

The City issued Request for Qualifications (RFQ) No. 2019-020 to acquire a firm which will provide CEI services related to the improvements of the City Marina.  The project includes seawall, dock, and site improvements.  The CEI Consultant (pursuant to this agreement) will provide construction administration, inspection, and public outreach services for the marina improvements project.

 

On February 20, 2019, the City received four proposals pursuant to RFQ No. 2019-020.  Proposals were evaluated by representatives from Public Works and Parks and Recreation departments.  The Evaluation Committee Members evaluated the proposals, shortlisted to the top three firms, held interviews, then adjusted their scores accordingly.  The final scores are listed below:

WGI submitted an estimated project total of $349,195, which is to be paid based on their proposed hourly rates and actual hours worked.  The project is expected to take 12 months to complete.  The Agreement term will be from the date of full execution through the completion of work and full acceptance by the City, unless terminated earlier in accordance with terms set forth in the solicitation.  Staff reviewed the estimated project total (approximately $29,000 per month) and found it to be competitive and reasonable.

 

This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.

Approving this agreement is time sensitive in order to meet the established completion date, which directly impacts the City Marina’s revenues.
