Motion to approve Resolution No. 95-19 to award an agreement with Prolime Corporation for wet lime sludge hauling utilizing Collier County ITB No. 160478/AB in an estimated amount of $490,833 for the agreement term and authorizing the City Manager to approve renewal options, in the amounts below, contingent upon appropriation of funds.

Background:

In 2009, the hauling of wet lime sludge (slurry) was initiated to reduce the amount of sludge stock-piled at the City of Delray Beach's (City) water treatment plant.  The current contract with Prolime Corporation (Prolime), which was piggy-backed through Lee County, expired on February 28, 2018. This new agreement, through Collier County, will provide the same services on a continuing basis at a lower unit cost than the existing contract.    

 

On September 25, 2018, Collier County as a result of Invitation to Bid #18-7416, approved the award of an agreement for sludge hauling with Prolime. This Agreement is for the hauling of wet lime sludge (slurry) from the lime sludge reactor unit located at the City’s water treatment plant at 434 South Swinton Avenue to sites approved by Florida Department of Environmental Protection, in accordance with applicable federal, state and local regulations. This Agreement is for a three-year term and provides for three additional one-year renewal options. Under this Agreement, the City and Prolime will mutually-agree to the same terms and conditions as Collier County. The current rate for each 30 cubic yard load is $518.70 ($17.29 per cy x 30 cy load). This pricing reflects a decrease in the previous contract price of $550 per load, which represents a cost savings of $1.043 per cubic yard or $31.30 per load.
