THIRD AMENDMENT TO THE INTERLOCAL AGREEMENT WITH PALM BEACH COUNTY FOR FIBER TRANSPORTATION

Motion to Approve the modification to the Interlocal Agreement (Agreement) between the City of Delray Beach (City) and Palm Beach County which allows Palm Beach County to provide, and the City of Delray Beach to use, leased Multi-Protocol Label Switching (MPLS) and transport fiber between the City and the Disaster Recovery site at the Northwest Regional Data Center in Tallahassee, Florida. Item #3, Exhibit A, Section N of this agreement terminates the previous 5Gb data connection with the GoRACK Data Center in Jacksonville, Florida and increases the internet connection at City Hall from 50Mb to 1Gb.

 

Body

Background:

The City of Delray Beach (City) entered into an Interlocal Agreement with Palm Beach County Board of Commissioners for network services, antenna placement and wireless services in 2013. In December 2014, the First Amendment updated language to current contract standards, added placement heights of antennas on the City's communication tower and replaced equipment and current antenna specifications to improve network services.

 

A Second Amendment was added to the Agreement in May of 2016 to add network services to 40 City locations and add a new 5GB data transport circuit to the GoRack data center in Jacksonville.

 

In February 2018, the Delray Beach City Commission approved a third amendment to the Interlocal Agreement to terminate the disaster recovery site in Jacksonville and add a 1GB data transport circuit to the Northwest Regional Data Center in Tallahassee at a savings of $3,198 per month. The internet bandwidth for the City was also increased from 50MB to 1GB at an additional cost of $840 per month. Although this amendment to the agreement was approved by the Delray Beach City Commission, and the circuit changes were completed by the Palm Beach County Information Systems Services Department, the amendment was not put forth to the Palm Beach County Board of Commissioners for ratification.

 

The replacement Third Amendment to this Agreement terminates the City of Delray Beach’s disaster recovery site at the GoRACK Data Center in Jacksonville, FL with a reduction in cost from $3,448 per month to $0 per month. The data transport circuit to the Northwest Regional Data Center in Tallahassee, FL will be increased from 1GB to 2GB at a cost of $400 per month, which will result in a savings of $3,048 per month. This amendment also removes Network services to 40 locations that were proposed in the second amendment in February 2016, but not implemented through Palm Beach County.

 

The replacement Third Amendment also addresses the current internet speed within City Hall which is utilized for mydelraybeach.com website, Office365 messaging, Target Solutions, web based training and additional Internet traffic. The Internet bandwidth has been increased from 50Mb at $200 per month to 1Gb at $1,050 per month, which will result in an additional cost of $850 per month. The increase in bandwidth to 1Gb is necessary for the increase in traffic for externally hosted applications such as Central Square ASP, Selectron ASP, Cityworks and Police body cameras.

 

This amendment also updates contact information and Issue escalation contacts.
