Motion to approve seventh amendment to the agreement between the City of Delray Beach and Superion, LLC (Former Sungard Public Sector, Inc.) to acquire professional services for server data migration in the amount not to exceed $20,000

Body

Background:

The Police Department currently utilizes ONESolution public safety software from Superion, LLC. The software is used daily by the Police Department personnel, to deliver concise and reliable information fast. With the state of the art software, Communications specialists can instantly share knowledge of changing events with officers in the field, officers can leverage existing data on suspects and previous incidents, and command staff can strategize with detailed data on crime patterns. The ONESolution software streamlines communications between multiple responding agencies, encouraging collaboration and reducing operational costs. Currently, this public safety software spans across seven (7) different servers. The Information Technology Department is building new servers to house the software and all the existing data on. The Police Department is trying to acquire professional services from Superion, LLC to have them reinstall software across several newly built servers, migrate all of existing data, and make sure everything is working properly once completed. This data migration involves 911 as well as all public safety records therefore Superion, LLC's expertise is vital to make this transition as seamless as possible.

The cost for the professional services is $15,040, however the request is for the amount not to exceed $20,000 just in case of unforseen circumstances. The professional services include:

CAD (Computer Aided Dispatch) server data migration

RMS/JMS (Records Management System/Jail Management System) server data migration

Message Switch migration

Utility Server migration

P2P Application migration

OpsCenter server migration

P2C server migration

Prep/Follow up services

Funding Source/Financial Impact:

The funding is available in account 001-21-150-521.68-10 Capital Outlay Software. In July 2018, Amendment # 6 was approved which allowed for the purchases of additional modules from Superion. An additional amount was also approved for unforseen expenses. During the implementation of the modules it was determined that the server data migration is needed in order to implement the modules, and therefore professional services from Superion needed to be acquired. The prior approval allowed for unforseen expenses so the cost of the professional services was added to the purchase of modules through a change order. However, Superion requires an executed amendment to the contract to provide the professional services related to the server data migration along with the purchase order.
