Approve the Second Amendment to the Interlocal Agreement with the City of Delray Beach for funding of Construction/Professional Services for Fiscal Year 2018-19.

Background:
At the March 12, 2019 CRA Board Meeting, the Board approved the First Amendment to the Interlocal Agreement with the City of Delray Beach for funding of Construction/Professional Services for Fiscal Year 2018-19 (“ILA Amendment”) to include the following projects: 1) S. Swinton Avenue and SW/SE 1st Street Mast Arm Traffic Signal Project and 2) remaining sections of the CRA Sidewalk Project located at NW 6th Avenue (From Martin Luther King, Jr. Dr. to NW 3rd St.), and NW 8th Avenue (From NW 1st St. to Martin Luther King, Jr. Dr). Subsequently, the ILA was then revised to include actual amounts of funding for the remaining sections of the CRA Sidewalk Project at $45,000. The CRA Board approved the revised ILA at its April 9th meeting with City Commission approval on May 7th, 2019

As part of the Second Amendment to the CRA Budget CRA and City Staff met to assess whether any projects would be removed from the ILA exhibit to allow for additional Tax Increment Funds dollars to be available for other projects.

Attached is Second Amendment to the ILA reflecting the changes, as well as other adjustments as explained in more detail below. It is noted that for many of the projects, funding has been reduced, based on the actual cost of either the design fees or construction services related to the projects.

The following summarizes the above as well as modifications to the items listed in Exhibit “A” of the attached Interlocal Agreement, consistent with Budget Amendment #2.
