Motion to approve Resolution No. 103-19 to award an Agreement with Baxter & Woodman, Inc. d/b/a Mathews Consulting, a Baxter & Woodman Company for construction, engineering, and inspection services for the Seacrest Blvd. from NE 22 Street to Gulfstream Blvd., Phase 3 construction project pursuant to RFQ No. 2019-029 in an estimated amount of $242,108 (Project No. 17-010(16-095)).

Background:
The NE 2nd Avenue/Seacrest Beautification projects initiated in response to the requests from the Del Ida Park Neighborhood Community for a more aesthetically pleasing streetscape that addressed pedestrian and bicyclist safety along a main corridor leading directly into downtown Delray Beach. The City of Delray Beach (City) and Delray Beach Community Redevelopment Agency (CRA) have acknowledged the need for beautification and other necessary improvements through the development of the Seacrest/Del-Ida Park Neighborhood Plan, which was adopted by the City Commission on March 3, 1998. The City’s Bicycle/Pedestrian Plan, as well as the Transportation Planning Agency (TPA) (formerly called the Metropolitan Planning Organization) Master Comprehensive Bicycle Transportation Plan, also recommends the provision for bicycle facilities along the NE 2nd Avenue (a.k.a. Seacrest) corridor. As a result, the Seacrest Beautification project was initiated to provide for and/or increase the use of pedestrian and bicycle facilities, while creating an appropriately improved streetscape within a highly visible neighborhood.
The Seacrest Beautification project was divided into multiple phases. Phase 0 limits were from Lake Ida to NE 8th Street/George Bush Boulevard; Phase 1 limits were from NE 8th Street/George Bush Boulevard to NE 13th Street; Phase 2 limits were from NE 13th Street to NE 22nd Street; and Phase 3, which concludes the project, begins at NE 22nd Street and ends at Gulfstream Boulevard. This agreement is for CEI services relating to Phase 3 only.
The City issued Request for Qualifications (RFQ) No. 2019-029 to acquire a firm which will provide construction, engineering, and inspection (CEI) services related to the construction of the Seacrest Blvd. from NE 22 Street to Gulfstream Blvd., Phase 3 project. The CEI Consultant (pursuant to this agreement) will provide construction administration, inspection, and public outreach services for the improvements project.
On March 25, 2019, the City received six (6) proposals pursuant to RFQ No. 2019-029. The proposal submitted by Craven, Thompson and Associates was deemed non-responsive to the RFQ’s minimum qualifications and was not forwarded to the City's Evaluation Committee for consideration. Proposals were evaluated by representatives from Public Works Engineering, Streets, and Construction. The Evaluation Committee Members evaluated the proposals, held interviews, then adjusted their scores accordingly. The final scores are listed below:

Mathews submitted an estimated project total of $242,108.20, which is to be paid based on their proposed hourly rates and actual hours worked. The project is expected to take approximately nine months to complete. The Agreement term will be from the date of full execution through the completion of work and full acceptance by the City, unless terminated earlier in accordance with terms set forth in the solicitation. Staff reviewed the estimated project total and found it to be competitive and reasonable.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
