Motion to approve Resolution No. 91-19 to award an Agreement with Rosso Site Development, Inc. for Seacrest Blvd. from NE 22nd Street to Gulfstream Blvd. Construction pursuant to ITBC No. 2019-027 (Project No. 17-010(16-095)) in an amount not-to-exceed $1,935,830.

Background:

The NE 2nd Avenue/Seacrest Beautification projects initiated in response to the requests from the Del Ida Park Neighborhood Community for a more aesthetically pleasing streetscape that addressed pedestrian and bicyclist safety along a main corridor leading directly into downtown Delray Beach. The City of Delray Beach (City) and Delray Beach Community Redevelopment Agency (CRA) have acknowledged the need for beautification and other necessary improvements through the development of the Seacrest/Del-Ida Park Neighborhood Plan, which was adopted by the City Commission on March 3, 1998. The City’s Bicycle/Pedestrian Plan, as well as the Transportation Planning Agency (TPA) (formerly called the Metropolitan Planning Organization) Master Comprehensive Bicycle Transportation Plan, also recommends the provision for bicycle facilities along the NE 2nd Avenue (a.k.a. Seacrest) corridor. As a result, the Seacrest Beautification project was initiated to provide for and/or increase the use of pedestrian and bicycle facilities, while creating an appropriately improved streetscape within a highly visible neighborhood. 

 

The Seacrest Beautification project was divided into multiple phases.  Phase 0 limits were from Lake Ida to NE 8th Street/George Bush Boulevard; Phase 1 limits were from NE 8th Street/George Bush Boulevard to NE 13th Street; Phase 2 limits were from NE 13th Street to NE 22nd Street; and Phase 3, which concludes the project, begins at NE 22nd Street and ends at Gulfstream Boulevard.  The Northeast 2nd Avenue / Seacrest Beautification projects are federally funded through the Florida Department of Transportation (FDOT) Local Agency Program. This agreement is for construction services relating to Phase 3 only.

 

The City issued Invitation to Bid Construction (ITBC) No. 2019-027 to acquire a firm which will provide all labor, materials, tools, equipment and services related to the construction of roads, sidewalks, bicycle lanes and crosswalk improvements for the Seacrest Blvd. from NE 22 Street to Gulfstream Blvd., Phase 3 project. 

 

On March 19, 2019, the City received three (3) submittals pursuant to ITBC No. 2019-027.  The low bid submitted by Rosso Site Development was deemed responsive and responsible to the Bid requirements.

Therefore, staff recommends award of the Bid to Rosso Site Development in the estimated amount of $1,935,830. Construction is expected to be completed within 180 days from the date of the City’s Notice to Proceed, barring typical construction delay, such as those forced by inclement weather.

 

This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.

Funding Source/Financial Impact:

Funding in the amount not-to-exceed $1,935,830 is available from Account No. 377-41-340-541.68-18 - Capital Outlay NE 2 Ave/Seacrest Beautific Impr.

 

Timing of Request:

This project is time sensitive.  In order to remain eligible for FDOT funding, the project must meet production schedules and deadlines, including award of a construction contract.
