Background:
The purpose of this Ordinance is to provide the City adequate time to craft meaningful regulation and properly study and consider the potential effects that could result from the recently legalized sale of products containing cannabidiol (CBD). This ordinance imposes a one year temporary moratorium on the operation of retail businesses engaged in the sale of retail products containing CBD as a principal retail product. During the moratorium, the City will not accept, process, or approve any application relating to the operation of retail businesses engaged in the sale of retail products containing CBD as a principal retail product. The stated purpose of the moratorium is to allow the City a sufficient period of time to review and develop regulations of such retail businesses within the City of Delray Beach.
