Approve the attached Work Assignment with the Treasure Coast Regional Planning Council for the CRA Redevelopment Plan Update project at a cost not to exceed $70,000, in substantially the attached form.

Background:

Pursuant to Florida Statutes Section 163.360, CRAs are required to operate in accordance with an overall redevelopment plan.  The Delray Beach CRA Plan was first adopted in 1986 and has been amended several times in order to accurately reflect the needs of the CRA District-most recently in September 2014.

The CRA has been in discussion with the Treasure Coast Regional Planning Council (TCRPC) to update the plan. TCRPC is a not-for-profit organization organized by and for local governments to provide planning and technical assistance services and assist in carrying out Florida’s growth management programs.  The TCRPC has extensive experience working with CRAs, such as City of Riviera Beach CRA, Martin County CRA and Town of Lake Clarke Shores and municipalities on a wide range of projects, more locally in the City of Delray Beach Station Area Master Plan and Update Land Development Regulations among many others on the Tri-County and Treasure Coast areas.

 

Florida Statutes Section 163.01, “Florida Interlocal Cooperation Act of 1969 authorizes local governmental units to make the most efficient use of their powers by enabling them to cooperate with other localities on a basis of mutual advantage and thereby to provide services and facilities in a manner pursuant to forms of governmental organization that will accord best with geographic, economic, population and other factors influencing the need and development of local communities.”  Therefore, the CRA may directly contract with the TCRPC to update our plan.

 

Attached is the Work Assignment between the CRA and the TCRPC, which describes the Scope of Services. The services will include:

                     Updating various sections of the Plan including demographic information and descriptions of current conditions.

                     Reviewing and collaborating with CRA staff on the revisions to program and project descriptions and financial projections. 

                     Facilitating two public meetings that will be held with Delray Beach residents, property owners and business owners in order to gather input from community stakeholders and will summarize the feedback.

                     Conducting individual interviews with each of the CRA Board of Commissioners and City Officials in order to assess priorities and discuss any ongoing concerns.

                     Presenting the Plan to the CRA Board of Commissioners and City Commission.

 

 

The Scope of Services should be completed within 10 months of execution by the CRA.  The cost for the services is a not to exceed cost of $70,000.
