Motion to Approve Resolution No. 124-19 to utilize Sourcewell (formerly known as National Joint Powers Alliance) ezIQC Contract No. FL-SEA-GC02-041019-SCD with Shiff Construction and Development, Inc. for  the installation of LED lighting upgrades at the Old School Square and Federspiel parking garages in the  amount not-to-exceed $162,000 and expansion of the Delray Beach Memorial Gardens in the amount not-to-exceed $425,000.

Background:

The existing lighting in both the Old School Square (OSS) and the Federspiel garages are inadequate to illuminate the interior parking area, are in poor condition, and need to be replaced. The proposed LED lighting will potentially save the City of Delray Beach (City) not only on maintenance and labor costs by reducing the amount of time required to perform regular maintenance, it will also reduce electrical energy costs over future years.  Furthermore, the use of LED lighting will bring a new look to both garages along with a sense of heightened security for the public.

 

The City of Delray Beach (City) owns and operates the “Delray Beach Memorial Gardens Municipal Cemetery” (Municipal Cemetery) located at SW 8th Street.  The City has been operating the Municipal Cemetery at this location since as early as 1902.  The cemetery presently has over 4,500 graves and is nearing capacity for new gravesites.  This project will construct new gravesites at some presently unused portions of the existing cemetery location, including an undeveloped portion on the west side of the property and within a roadway area on the northeast corner of the property. 

 

Job Order Contracting (JOC) is the preferred method to procure these services to streamline the process and to complete the project efficiently.  JOC is an approved method of public procurement and is available through the Sourcewell cooperative and ezIQC.

 

Sourcewell is a national cooperative purchasing source solution and the City has been a member since 2007. The ezIQC is one of Sourcewell's purchasing methods. The Gordian Group created ezIQC to make its industry-leading JOC solutions easily available through cooperative purchasing. JOC is an indefinite delivery/indefinite quantity procurement process that helps facility and infrastructure owners complete a large number of repairs, renovation and straightforward new construction projects with a single, competitively bid contract. Unlike traditional bidding where each project is identified, designed and then put out to bid, ezIQC establishes competitively bid prices up front and eliminates the need to bid each project separately.  Sourcewell’s procurement process satisfies the City's competitive bid requirements.

These projects have a total estimated not-to-exceed price of $587,000. It is anticipated that the installation of the LED lights will take approximately thirty (30) calendar days and the cemetery expansion project will take approximately one-hundred and eighty days (180) calendar days following the issuance of purchase orders.

                     

This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.

 

City Attorney Review:

City Attorney approves as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Funding for the LED lighting project in the amount not-to-exceed $162,000 is available from Account No. 115-90-900-581.99-01 (Operating Contingency) pending approval of budget transfer to Account No. 115-45-150-545.64-90; Funding for the Delray Beach Memorial Gardens Expansion Project in the amount not-to-exceed $425,000 is available from Account No. 475-39-000-539.31-10 (Cemetery Perpetual Care Account).

 

Timing of Request:

This is a time sensitive request as the cemetery is nearing capacity. This project will expand the cemetery.
