Background:
On August 21, 2018, the City of Delray Beach (City) advertised a Request for Qualifications No. 2018-054 for the design of NW Neighborhood improvements. The project consists of improvements to the roads, alleys, sidewalks, street lighting, and sanitary and stormwater sewers, as well as, implementation of traffic calming and beautification.
Eleven (11) proposals were received, all deemed responsive and responsible. Proposals were evaluated based upon criteria in the RFQ and firms were ranked from one thru eleven based on scores provided by a Selection Committee which was comprised of the following members: Begona Krane, Scott Pape, and Kristen Cox. Below is a list of the firms, composite scores, and the summary of their rankings.

The City began negotiations with Kimley-Horn as the highest ranked firm, as determined by the Selection Committee. The City was unable to reach consensus with Kimley-Horn and terminated negotiations with the firm. The City subsequently entered negotiations with Craig A.
