Background:
At a Special Meeting of the CRA Board on October 22, 2018, the Board approved the Interlocal Agreement between the City and CRA for funding of Transportation Services in FY 2018-19 subject to the terms and conditions of the Interlocal Agreement (ILA), including that the CRA agrees to pay the City an amount not to exceed $120,000 for the operation of the Downtown Roundabout from November 1, 2018 through January 31, 2019 with the service provider First Transit, Inc.
At its meeting on December 11, 2018, the CRA Board approved the First Amendment to the ILA between the City and CRA for FY 2018-19 funding of Transportation Services, extending the termination date to April 30, 2019 in an amount not to exceed $120,000. At the same meeting, the CRA Board authorized issuance of the Request for Proposals (RFP) for Fixed-Route Transportation Services.
On March 28, 2019, the CRA Board awarded the RFP for the Fixed-Route Transportation Services and Point-to-Point Transportation Services to Downtowner, LLC. Thereafter, CRA Staff and the Downtowner (Parties) began negotiations of service agreements with Downtowner with a service start date of July 1, 2019. The Parties were unable to reach an agreement and at the May 14, 2019 Board Meeting, the Board awarded the Fixed-Route Transportation Services RFP to First Transit, Inc., the second ranked proposer, with the service start date remaining on June 30, 2019.
At the April 9, 2019 CRA Board Meeting, the Board approved the Second Amendment to the ILA for Transit Services to extend the time frame for the Downtown Roundabout services from April 30, 2019 up to June 30, 2019 and to provide additional funding in the amount of $80,000.
Due to the limited timeframe for First Transit to negotiate a contract with the CRA and procure vehicles, their agreement with the CRA did not begin until July 15, 2019. Thus, First Transit continued to operate the Downtown Roundabout under their agreement with the City in order for there to be no interruption of service from July 1, 2019 through July 14, 2019.
Thus, the item before the CRA Board is the Third Amendment to the ILA for Transportation Services to extend the time frame for the Downtown Roundabout services from July 1, 2019 to July 14, 2019 and includes an amount of $20,424.89.
