Approve the CRA Resolution No. 2019-11 adopting the City of Delray Beach’s Purchasing Policies and Procedures Manual as the purchasing policies and procedures for the Delray Beach Community Redevelopment Agency as of October 1, 2019.

Background:
During the 2019 Florida legislative session, the Florida House of Representatives and Florida Senate passed legislation amending certain provisions of Chapter 163, Part III, related to Community Redevelopment Agencies.
The Delray Beach CRA currently complies with many of the statutory revisions and is incorporating the changes to the statute into the CRA operations, such as expanding reporting regulations for annual reports and added performance data, ethics training requirements for Board Members transmission of the adopted CRA budget to the county, added audit reporting regulations, and modifying the CRA’s purchasing policy requiring that good and services are purchased using the same process as the municipality that created it.
In order to comply with the statutory changes as they relate to purchasing good and services, this item adopts the City of Delray Beach’s Purchasing Policies and Procedures Manual as the purchasing policies and procedures for the Delray Beach Community Redevelopment Agency as of October 1, 2019.
