Motion to Approve Amendment No. 1 to the Professional Services Agreement with Wantman Group, Inc. to implement Phases 2 and 3 of Marine Way Seawall and Docks Improvements (Project No. 17-021), the Design and Bidding Phases, in an amount not-to-exceed $1,103,622.

 

Body

Background:

The City of Delray Beach Public Works Department initiated the conceptual design of the Marine Way Seawall and Dock Improvements in FY 17/18 to replace the existing failed seawall in the first block of Marine Way between the Atlantic Avenue Bridge and SE 1st Street. The failure of this seawall allowed water from the Intracoastal Waterway to spill into the roadway which eroded the roadway base and caused serious deterioration creating a public health and safety concern for the residents of Marine Way.

 

On October 3, 2017, the City entered into a three (3) year Agreement with Wantman Group, Inc. (WGI) for professional engineering services for the Marine Way seawall and dock project pursuant to RFQ No. 2017-030. This Agreement authorized WGI to begin Phase 1 - Alternative Development Phase of the project for engineering services in an amount not-to-exceed amount of $284,773.

 

WGI has completed their contractual requirements per Phase 1 - Alternative Development Phase for the Marine Way Seawall and Docks Improvement Project. The Public Works Department now desires to implement Phases 2 and 3 for Design/Engineering and Bidding Assistance for the project. Phases 2 and 3 scopes of work include: the design/engineering of the seawall and marginal docks, roadway improvements, stormwater collection and pump station improvements, a new walkway/promenade, street lighting, and other amenities along the corridor of  Marine Way from the City Marina to the south and north to Veterans Park.  Additionally, the scope of work entails the required permitting, public outreach and bidding assistance.

 

This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Change Orders and Amendments. Contracts must be amended in the same manner in which they were executed.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Funding in the amount not-to-exceed $1,103,622 shall be funded from Account No. 377-41-340-541.69-41 (Infrastructure Surtax, Marine Way).

 

Timing of Request:

This is a time sensitive request in order to implement Phases 2 and 3 of the project prior to October 1, 2019.
