Motion to approve Maintenance and Support Agreement with Motorola Solutions, Inc., the sole source provider, for the current Motorola subscriber radios and system in the amount of $74,651.32.

Background:
As the manufacturer, Motorola Solutions, Inc. is the sole source provider of hardware and software maintenance for the City’s current Motorola radio system, to include the entire system, consoles and subscriber radios. The term of the agreement will be from October 1, 2019 through September 30, 2020. The total amount of the maintenance and support agreement is $74,651.32. The agreement allows for renewals of one (1) year terms on every anniversary date, not to exceed five (5) years. Continuation from one fiscal year to the next is contingent upon annual fiscal appropriation and approval. Each renewal Motorola Solutions may adjust the price of the services to reflect its current rates. The value of the contract over five (5) years if there are no increases in the rates is estimated at $448,000.
The City of Delray Beach radio system is utilized primarily by the Police Department. Multiple other departments to include Lifeguards, Code Enforcement, Parks and Recreation, Building Inspectors and City Hall are currently also utilizing local government radios that will no longer be supported by Motorola as of FY 19/20, however they may still function for undetermined amount of time. Radios are utilized as a means to communicate during emergency and non-emergency situations, as well as to conduct the City’s day to day operations.
