Recommendation
Reject the bid submitted by Marvi Builders LLC in the amount of $210,465.78 to construct a new foundation and associated required site work at 20 North Swinton Avenue and reissue the bid in order to obtain multiple, fair and reasonable bid submittals based on the costs associated with the proposed scope of work.

Body
Background:

The 1939 single-family residence currently located at 215 NE 7th Avenue was designed by Samuel Ogren, a prominent and well-known architect in Delray Beach. The 2,800 square foot, two-story historically contributing structure has a vernacular architectural style which will be consistent and historically contributing structure to the new location at 20 North Swinton Avenue. Once relocated, this structure will be registered with the local registry of Historic Places and be used as additional office space for the Delray Beach CRA.

At the June 11, 2019 CRA Board Meeting, the Board awarded Invitation to Bid to relocate the historic house from 215 NE 7th Avenue to 20 North Swinton Avenue. An RFB (2019-08) to construct the foundation for the relocated house was prepared and issued on August 26, 2019 with a submittal deadline of September 27, 2019.

The Scope of Work includes the following:
· Site preparation
· Maintain safety fencing and safety measures throughout the project
· Construction of the foundation per permit drawings
· Relocation and connection of utilities including, but not limited to water, sewer, and fire
· Coordinate construction of the new foundation with the moving contractor
· Securing the relocated house to the new foundation
