Motion to approve Ordinance No. 40-19 on first reading, amending Chapter 32, "Departments, Boards and Commissions" by amending Section 32.41 "Composition; Terms; Appointment" to amend procedure for appointing members of the board and to clarify term of the Committee members; and Section 32.42 "Organization" to amend maximum hours worked to be consistent with City policy and to amend to allow monthly meetings to be on an "as-needed" basis.

Background:

The City Commission of the City of Delray Beach created the Kids and Cops Committee to develop programs meant to strengthen the relationship between the local youth of Delray Beach and the members of the Delray Beach Police Department. Ordinance No. 40-19 was created to make changes based on information provided by current board members to strengthen the purpose and mission of the Committee. These changes will streamline the Kids and Cops Committee and allow it to be more efficient.

 

With the proposed changes, the Committee will consist of five members. Two members will be representatives from the Delray Beach Police Department as designated by the Chief of Police, one member will be a representative from the Parks and Recreation Department as designated by the Director of Parks and Recreation, and two members will be at-large representatives appointed by the City Commission. Preference should be given to employees of elementary or middle schools that serve the residents of City of Delray Beach. These two members will be appointed for a term of two years.

 

The amendment also clarifies the term which should consist of two years or the completion of an unexpired terms and the subsequent two years. Members of the Kids and Cops Committee are limited to two (2) two-year terms, unless an additional two-year term is authorized by a majority vote of the City Commission. The amendment allows for monthly meetings to be on an "as-needed" basis and also adjusts maximum hours officers assigned to the program can work  to say "consistent with City Policies".
